Background of the Study
Public-private partnerships (PPPs) have become a popular strategy in the development of infrastructure and services in many developing countries, including Nigeria. In the healthcare sector, PPPs are particularly important in addressing the shortage of public healthcare facilities, improving service delivery, and increasing the reach of healthcare services to underserved populations. However, despite the potential benefits of PPPs, several ethical issues arise in their implementation. These ethical concerns often relate to transparency, equity, accountability, and the potential exploitation of public resources for private gain (Ibrahim, 2024).
In Jigawa State, Nigeria, healthcare PPPs have been increasingly used to improve the quality and accessibility of healthcare services. The state government has partnered with private firms to build and operate healthcare facilities, manage resources, and deliver healthcare services. While the partnerships are intended to provide better healthcare outcomes, questions remain about the ethical implications of these partnerships, especially concerning the prioritization of profit over public welfare, lack of public accountability, and transparency in the awarding of contracts (Okafor & Usman, 2023).
This study seeks to evaluate the ethical issues associated with PPPs in healthcare projects in Jigawa State, with a focus on how these ethical concerns affect the effectiveness and fairness of healthcare delivery in the state.
Statement of the Problem
The increasing use of PPPs in healthcare projects in Jigawa State raises several ethical concerns that could affect the overall effectiveness and fairness of healthcare delivery. Issues such as conflicts of interest, lack of transparency, and inequitable access to healthcare services may undermine the intended benefits of PPPs. These ethical challenges have not been adequately addressed, and the absence of a framework for ethical decision-making in these partnerships may lead to the exploitation of public resources and the marginalization of vulnerable populations. This study aims to evaluate these ethical issues and provide recommendations for addressing them to ensure that PPPs in healthcare promote public welfare and sustainability.

Limitations include potential difficulties in accessing proprietary information from private partners and the challenge of assessing the subjective perceptions of stakeholders involved in the partnerships.
